    물은 우리의 삶과 터전을 유지하는 근간이며 공기와 함께 우리가
    지키고 후세에게 넘겨주어야 할 가장 중요한 자원 중에 하나입니다.
    우리나라가 사용하는 물의 대부분은 하늘에서 내리는 빗물에
    의존하고 있으나 최근 들어서는 홍수와 가뭄이 자주 발생하는 등 물
    관리에 어려움을 겪고 있습니다. 또한 홍수와 가뭄 못지않게 빗물로
    인한 환경문제가 나타나고 있습니다. 그것은 비가 올 때 함께 유출되는
    비점오염물질입니다.
    인간의 토지이용에 따라 발생되는 비점오염물질은 그 양과 농도가
    점차 증가되고 있으며, 그 관리의 필요성도 점점 높아지고 있습니다.
    정부에서는 「제1, 2차 비점오염원관리 종합대책」을 통해 비점오염원
    관리에 대한 제도적 기반과 대책을 마련하고, 매년 적극적으로
    추진해오고 있습니다. 그 일환으로 2008년 「비점오염저감시설의 설치
    및 관리·운영 매뉴얼」을 발간한 바 있으며, 매뉴얼 도입 이후 기술변화와
    유지관리 편리성 등을 반영하여 2014년도에 개정판을 발간하였습니다

     

    금번 일부 개정판은 그간 지속적으로 지적되어온 지하 매설형 시설의
    안전문제에 대해 보다 구체적인 기준을 제시하고, 여과형 저감기술에
    대한 실험방법을 구체화하여 다양한 기술개발과 실험 시 활용될 수
    있도록 하였습니다. 이번 개정 매뉴얼이 비점오염원 관리의 필요성이
    높아지고 다양한 관련 기술이 개발되는 상황에서 보다 안전하고, 효율이
    우수한 제품의 확대 보급과 비점오염관리기술의 발전에 기여할 수
    있기를 기대합니다.
    향후에도 최신 기술동향과 관련 연구결과 등을 지속적으로 보완하여
    비점관리의 일선에서 최선을 다하시는 비점가족들에게 더 좋은 지침서가
    제공될 수 있도록 노력하겠습니다.

    개정 매뉴얼 시행 시기
    ◈본 매뉴얼 중 Ⅰ~Ⅳ장의 적용시점은 다음과 같다.
    ○ 비점오염원의 설치신고제도(수질 및 수생태계 보전에 관한 법률 제 53조)
    : 신고서 접수일 기준으로 2015년 1월 1일부터 적용
    : 국고보조사업 : 최초 예산편성이 2015년도인 사업부터 적용

    ◈ 본 매뉴얼 중 ‘V. 지하매설 비점오염저감시설의 안전시설 기준’, VI. 여과형 시설의
    실험방법’은 2016년 2월 25일부터 시행하되, 적용 시점은 다음과 같다.
    ○ 비점오염원의 설치신고제도(수질 및 수생태계 보전에 관한 법률 제53조) : 2016년
    7월 1일 이후 접수된 설치신고에 적용
    * 다만, 본 매뉴얼 개정 이전에 여과형 시설에 대한 실험을 완료하였거나 매뉴얼
    개정 당시 실험 진행 중에 있는 경우로서 본 매뉴얼의 내용에 적합하게
    실험하였으나 동영상 촬영이 불가능한 경우에는 2 0 1 6 년 6 월 30일까지
    실험과정에 대한 사진을 첨부하여 실험보고서를 한국환경공단에 제출하여야 하며,
    이 경우 본 매뉴얼에 따른 동영상 제출을 충족한 것으로 본다.
    ○ 국고보조사업 : 2016년 신규사업부터 적용하되, Ⅵ장은 준공 후 검사로 대체한다.

    본 비점오염저감시설의 설치 및 관리·운영 매뉴얼(이하 “매뉴얼”)은 「수질 및 수생태계 보전에 관한
    법률」 제2조제13호의 비점오염저감시설의 설치 및 관리·운영기준에 대한 세부적인 기준을 제시함
    으로써 비점오염저감시설의 설계 및 유지관리의 적절한 수행을 유도하고 이를 통해 효과적인 비점
    오염원의 관리가 이루어지도록 하는데 그 목적이 있다.
